Richards is now sixth in the championship on 475 points, with Seton just one place further back on 454 points.
In a contrast to yesterday's first race, where Seton failed to finish and Richards was 16th, today's race was a combination of determined driving and superior race strategy.
Seton was forced to start 26th today after a collision with Jason Bright late in race one saw him stranded off the track.
Richards was involved in a separate incident which saw him penalised an extra stop-go penalty in the pit lane.
Today's race featured five safety car periods to clear away crashed cars from the course.
Seton was able to make his two mandatory pit stops just before the safety car periods, and moved up when other teams had to stop after being bunched together.
"Being further in the pack actually helped us, as the incidents happened ahead and we could come into the pits and make our stops," said Seton.
"Like yesterday the car was really good, but the difference today was that I didn't get into any incident which saw us as high as second place.
"The problem with making the early stops was that my tyres were well worn at the end of the race. This gave both Russell Ingall and Steven Johnson the opportunity to pass me.
Running further up the order meant that Steven Richards didn't gain quite the same breaks in the early stages of the race.
But his stronger tyres in the latter stages gave him the advantage as he climbed to seventh.
"The safety cars are a lottery, it worked well for Glenn but not so good for us," said Richards.
"The last safety car came on lap 38 of 78, so I was forced to pass some ten cars on the track.
"To be sixth in the championship is a great reward, and both Glenn and I go to Eastern Creek confident of moving further up in the standings.
FTR next goes racing in the Shell Championship Series at Sydney's Eastern Creek on 28-29 April.
